This role involves supporting the full lifecycle of digital information management solutions, from design and development to implementation and maintenance, specifically to improve program delivery, monitoring, evaluation, accountability, and learning (MEAL). A key focus will be on creating and maintaining digital data collection tools, particularly using CommCare, and digitizing the last-mile distribution of food and non-food items. The analyst will also be responsible for enhancing data quality and reporting, and for training staff and partners in the effective use of these digital systems. Furthermore, the position includes assessing and evaluating new technologies and digital solutions to identify practical, scalable, and context-appropriate tools that can improve humanitarian programming, operational efficiency, accountability, and evidence-based decision-making. The Information Management Analyst will also directly supervise and provide technical guidance to the Project Analyst – Data Visualization, overseeing their work plans, monitoring performance, reviewing data analysis, and supporting their professional development to ensure high-quality information products are delivered on time.

Key Responsibilities

  1. Design, develop, test, and maintain digital programming platforms and workflows for MEAL and last-mile commodity tracking activities.
  2. Translate program and MEAL requirements into functional digital tools for beneficiary targeting, registration, routine monitoring, post-distribution monitoring, feedback mechanisms, and other data collection.
  3. Support the design and implementation of digital solutions for tracking the distribution of food commodities and non-food items from distribution points to intended beneficiaries.
  4. Digitize key distribution processes, including beneficiary registration, identification, targeting, allocation, dispatch, receipt, and distribution verification.
  5. Support the integration of last-mile distribution systems with other organizational platforms, including MEAL, logistics, supply chain, and reporting systems.
  6. Work with program and partner teams to identify operational gaps and improve the efficiency, transparency, and accountability of commodity distribution.
  7. Collaborate closely with program managers, technical leads, and partners to gather requirements and ensure digital tools align with program objectives and indicator frameworks.
  8. Work with MEAL and program teams to collect, organize, and map geographic data, including GPS coordinates captured through mobile data collection tools.
  9. Integrate geographic data from CommCare and other data collection platforms into mapping tools for spatial visualization and analysis.
  10. Provide training and regular coaching for program staff (MEAL, Commodity Management, logistics) on all relevant components of the Digital Programming platform and effective use of a web-based reporting system.
  11. Conduct training needs assessments and develop user-friendly training materials, standard operating procedures, user guides, and job aids.
  12. Support the onboarding of new users and partner organizations onto digital platforms, including account setup, user access management, and application configuration.
  13. Monitor user adoption and system utilization, identify capacity gaps, and recommend targeted support to improve effective use of digital solutions.
  14. Support the establishment and maintenance of structured data management processes, including data dictionaries, indicator definitions, and standardized data collection tools.
  15. Support the development of dashboards, reports, and data visualizations using tools such as Power BI, where required.
  16. Support data management practices that promote secure data storage, appropriate access controls, confidentiality, and responsible data sharing.
  17. Provide direct supervision, technical guidance, and day-to-day support to the Data Analyst, ensuring that assigned responsibilities and deliverables are completed accurately and on time.
  18. Establish clear work plans, priorities, performance objectives, and deliverables for the Data Analyst in alignment with project and organizational requirements.
  19. Monitor workload, progress against agreed deliverables, and adherence to reporting timelines, addressing performance gaps and operational challenges as they arise.

Requirements
