Key Responsibilities

  1. Coordinate the documentation, implementation, and continuous improvement of PEL’s Health, Safety, and Environmental (HSE) procedures, work instructions, and record forms.
  2. Guide and mentor HSE Assistants and Officers in developing and implementing safe systems of work and environmental protection measures.
  3. Oversee the engagement and collaboration with stakeholders to ensure compliance with HSE and sustainability standards.
  4. Ensure compliance with PEL’s Environmental, Occupational Safety & Health Policy and statutory/legal requirements, including OSHA 2007 and EMCA
  5. Support the HSE Manager in liaising with regulatory authorities on mitigating the impacts of potential and actual emergency situations across company installations.
  6. Ensure the implementation of safe systems of work across all PEL facilities.
  7. Conduct comprehensive safety inductions for visitors, contractors, interns, and new staff regarding safety, quality (IMS), and environmental practices before engaging in tasks.
  8. Supervise the commissioning of machinery and equipment after major maintenance to ensure personnel and equipment safety.
  9. Perform risk assessments to identify safety risks and hazards, develop action plans, and oversee their implementation.
  10. Implement and manage fire safety measures, including policy enforcement, inspections, equipment maintenance, and conducting drills.
  11. Develop and enforce emergency response plans and facilitate statutory audits, inspections, and corrective action plans.
  12. Maintain accurate HSE documentation, including procedures, training records, incident reports, and compliance documentation.
  13. Inspect and test machinery and equipment to meet safety regulation standards.
  14. Support and guide safety and health committees on workplace safety and health matters.
  15. Contribute to the development and implementation of Disaster Risk Management and Business Continuity programs.
  16. Maintain company ESG records, analyze them, and recommend corrective actions for identified safety gaps.
  17. Develop tools and methods to measure, evaluate, and monitor PEL’s HSE performance.
  18. Regularly report to the HSE Manager on the status and progress of HSE programs.
  19. Assist in creating and updating HSE systems, including procedures and manuals.
  20. Implement strategies to address sustainability issues, including energy efficiency, resource conservation, pollution reduction, waste management, and ethical labor practices.
  21. Act as the point of contact for addressing non-conformities and ensuring timely closure, including coordination with relevant personnel and ISO coordinators.
  22. Assist in preparing and presenting departmental budget proposals.
  23. Monitor and manage the utilization of approved section budgets effectively.
  24. Ensure proper use and maintenance of assigned physical assets, such as company laptops and other equipment.
  25. Provide expert advice on HSE-related matters to management and staff.
  26. Make decisions on allowances for reports and team members as needed.
  27. Primarily based at the assigned station with occasional fieldwork.
  28. Perform any other duty assigned to you by your superior.
  29. Conduct a minimum of 4 toolbox talks per month at each operational site, ensuring 100% employee participation and documentation.
  30. Ensure 100% compliance with the Permit to Work system by issuing and reviewing all permits within 24 hours of submission.
  31. Facilitate a minimum of 6 HSE training sessions per quarter, ensuring that at least 90% of employees have completed mandatory training by year-end.
  32. Ensure that 100% of staff undergo the required occupational medical examinations annually, with records updated within one week of completion.
  33. Conduct monthly PPE audits, ensuring 100% availability and proper use of required equipment across all operational sites.
  34. Complete safety inductions for 100% of new recruits, contractors, and visitors within one day of their arrival at the site.

Requirements

  1. Degree in Public Health, Environmental Science, Environmental Resource Management, climate change or related field.
  2. At least 5 years of experience in the HSE field.
  3. Strong Knowledge of relevant health, safety, and environmental regulations, sustainability reporting frameworks i.e GRI, IFRS etc…
  4. Professional qualifications such as NEBOSH (International Diploma/Certificate), IOSH, or ISO Lead Auditor status.
  5. Knowledge of risk assessment methods and techniques.
  6. Familiarity with ISO Standards, Legislations such as OSHA 2007, EMCA
  7. Familiarity with OSH auditing and inspection processes.
  8. Knowledge of accident and incidents investigation, identifying root cause and using hierarchy of control to propose corrective action
