Job Description
The Secretary/Chief Executive Officer, under the guidance of the Commission, serves as the head of the secretariat, the accounting officer, and the custodian of all Commission records. This pivotal role involves executing the Commission's decisions, assigning duties to and supervising its staff, and facilitating, coordinating, and ensuring the overall execution of the Commission’s mandate. The Secretary is also responsible for ensuring staff compliance with public ethics and values, diligently implementing Part IV of the TSC Act, and performing any other duties assigned by the Commission under relevant laws. The compensation package includes a gross salary of KES 698,600 per month, along with various allowances, comprehensive medical cover for the officer and family, retirement benefits, group life and personal accident insurance, and access to car and mortgage loan schemes.
Key Responsibilities
- Lead the Commission's secretariat as its principal officer.
- Serve as the Accounting Officer for the Commission.
- Act as the custodian for all official records of the Commission.
- Implement decisions made by the Commission.
- Assign duties to and oversee the staff within the Commission.
- Facilitate, coordinate, and ensure the successful execution of the Commission’s mandate.
- Ensure that staff adhere to public ethics and values.
- Oversee the proper and diligent implementation of Part IV of the TSC Act.
- Perform any additional duties as assigned by the Commission under relevant legislation.
Requirements
- Must be a citizen of Kenya.
- Hold a degree in education from a university recognized in Kenya.
- Possess at least ten years of experience in education, administration and management, public administration, human resource, or financial management.
- Meet the requirements outlined in Chapter Six of the Constitution of Kenya.
- Submit copies of clearance certificates from the Kenya Revenue Authority (KRA).
- Submit copies of clearance certificates from the Higher Education Loans Board (HELB).
- Submit copies of clearance certificates from the Ethics and Anti-Corruption Commission (EACC).
- Submit copies of clearance certificates from the Directorate of Criminal Investigations (DCI).
- Submit copies of clearance certificates from a recognized Credit Reference Bureau (CRB).
