Job Description

The role will focus on helping clients design, deploy, strengthen, and operationalise Monitoring, Evaluation and Learning (MEL) functions, including policies, frameworks, systems, reporting processes, and performance management approaches. The successful candidate will also support the delivery of baseline, midline, endline, process, performance, and impact evaluations, independent verification assignments, data quality assurance, and the use of data analytics and digital tools to improve programme learning, reporting, and decision-making. The role will further support evidence synthesis, knowledge harvesting, and learning processes that help clients and programme teams interpret findings, identify lessons, and improve programme strategy and delivery.

This role is suited to a professional with strong technical grounding in MEL and data analytics, experience working in complex development programmes, and the ability to translate evidence into practical insights for clients and stakeholders. The successful candidate should be comfortable working across multiple assignments, engaging diverse stakeholders, and contributing to both project delivery and growth of PwC’s MEL advisory portfolio.

Key Responsibilities

  1. Support clients in setting up, deploying, and strengthening MEL functions.
  2. Design and strengthen MEL strategies, frameworks, policies, guidelines, systems, and tools.
  3. Develop and refine results frameworks, theories of change, logical frameworks, indicator matrices, learning questions, and performance tracking systems.
  4. Support the roll-out and operationalisation of MEL systems, tools, and reporting processes within client programmes and institutions.
  5. Contribute to the design of workflows, user guidance, reporting templates, and data governance arrangements that support effective use of MEL systems.
  6. Support the integration of learning and adaptive management considerations into MEL system design and implementation.
  7. Lead and contribute to baseline, midline, endline, process, performance, and impact evaluations across public and development sector programmes.
  8. Design and implement evaluation methodologies, including mixed-methods approaches, sampling strategies, data collection tools, analytical frameworks, and fieldwork plans.
  9. Support or manage independent verification assignments, including verification design, fieldwork planning, validation, quality assurance, and reporting.
  10. Conduct data quality assessments, verification exercises, and technical reviews to strengthen the integrity and reliability of programme data.
  11. Support qualitative and quantitative data collection, including document review, key informant interviews, focus group discussions, surveys, and validation processes.
  12. Contribute to evidence synthesis and analysis across multiple data sources to generate clear findings, lessons, and actionable recommendations.
  13. Support data collection, validation, analysis, and reporting using appropriate monitoring and performance management tools.
  14. Prepare technical reports, dashboards, presentations, policy briefs, and other client-facing outputs.
  15. Support development of methodologies and tools for tracking, validating, and reporting programme outputs, outcomes, and impacts.
  16. Apply data analytics and digital tools to strengthen programme monitoring, reporting efficiency, and performance insights.
  17. Support the design and use of dashboards, visualisation tools, and digital reporting systems using platforms such as Power BI, Tableau, and other relevant tools.
  18. Present findings and analysis in clear, concise, and visually effective formats for technical and non-technical audiences.
  19. Support clients and programme teams to document and share lessons learned, best practices, and programme insights.
  20. Facilitate or support learning and reflection processes that help clients translate evidence into practical programme improvements and adaptive management actions.
  21. Contribute to knowledge harvesting, evidence synthesis, and sensemaking processes across assignments.
  22. Build capacity of clients, partners, and implementing teams on MEL systems, data quality, reporting, and use of digital tools.
  23. Capture, synthesise, and document lessons, insights, and evidence emerging from ongoing and completed assignments.
  24. Contribute to knowledge products, thought leadership, and internal capability building in MEL and data analytics.
  25. Lead or support research and knowledge harvesting processes linked to projects delivered by the International Development and Public Sector Consulting team.
  26. Support the growth of PwC’s M&E and data analytics portfolio, including opportunity identification, client engagement, and development of concept notes, proposals, and presentations.
  27. Support project planning, work planning, coordination, stakeholder engagement, and reporting across assignments.
  28. Represent PwC in technical working groups, consultative meetings, progress reviews, and client engagements where required.
  29. Contribute to research, portfolio analysis, and internal learning products that support proposition development, thought leadership, and growth of the team’s advisory portfolio.
  30. Collaborate with multidisciplinary teams across PwC offices within the East Market Area ( Kenya, Tanzania, Uganda, Rwanda, and Zambia).

Requirements

  1. Practitioner experience in designing and strengthening M&E systems within public sector or development programmes.
  2. Experience in deploying and operationalising M&E systems, tools, and reporting processes in programme or institutional settings.
  3. Experience in managing programmatic knowledge harvesting and dissemination.
  4. Demonstrated ability to use digital and AI-enabled tools to improve data analysis, reporting efficiency, and evidence generation.
  5. Demonstrated ability to deliver evaluations, verification assignments, and data quality reviews.
  6. Good understanding of results-based management, programme performance, and evidence use.
  7. Experience using data analytics, dashboards, and digital reporting tools to improve monitoring and decision-making.
  8. Experience deploying digital M&E systems and data collection tools for monitoring, surveys, verification, and reporting, including platforms such as KoboToolbox, ODK, SurveyCTO, DHIS2, Power BI, Tableau, Python, or similar tools.
  9. Experience in undertaking research, knowledge harvesting, and learning reviews within development or public sector programmes.
  10. Ability to capture and synthesise lessons from project delivery into clear knowledge products, insights, and practical recommendations.
  11. Strong stakeholder engagement and communication skills, with the ability to work effectively with clients, partners, and technical teams.
  12. Ability to synthesise complex evidence and data into clear, practical insights and recommendations.
  13. Strong analytical, organisational, and project management skills.
  14. Ability to work across multiple assignments, sectors, and teams in a dynamic consulting environment.
  15. Master’s degree in relevant fields such as Data Science, Monitoring and Evaluation, Statistics, Economics, Development Studies, Public Policy, Applied Mathematics, or another relevant field.
  16. Professional certification in Monitoring and Evaluation, data analytics, or related areas.
  17. Qualifications or certification in impact measurement frameworks such as IRIS+, GIIN IMP, ISEAL, or Gold Standard.
  18. Certification or training in AI for M&E or use of digital tools in evidence and learning systems.
  19. Experience using statistical and analytical tools such as Python, Power BI, Tableau, or similar platforms.
  20. A minimum of 3 years of relevant practitioner experience in Monitoring and Evaluation, data analytics, development research, or related areas.
  21. Demonstrated experience working with development partners, public sector programmes, NGOs, financial institutions, or international development organisations.
  22. Proven experience in: designing, deploying, and implementing M&E frameworks, systems, and methodologies; supporting baseline, midline, endline, and impact evaluations; managing or supporting independent verification assignments; strengthening performance reporting and data quality assurance systems; using digital tools and platforms to support M&E delivery, reporting, and analysis; leading or supporting research, knowledge harvesting, or learning exercises linked to programme or project delivery; facilitating stakeholder consultations, validation workshops, or learning sessions.
