Job Description

We are seeking a Senior Associate to strengthen our International Development team. The role focuses on designing, managing, and delivering complex programmes and portfolios, ensuring effective coordination, governance, and measurable development impact.

Key Responsibilities

  1. Contribute to the design of programmes, including operating models, implementation frameworks, governance structures, and delivery approaches.
  2. Support the development of programme strategies, theories of change, workplans, and results frameworks.
  3. Translate strategic priorities into actionable programme designs, implementation roadmaps, and deliverables.
  4. Support the planning and structuring of complex development programmes across sectors.
  5. Develop programme schedules, resource plans, risk registers, and dependency maps to support effective delivery.
  6. Contribute to the design of Technical Assistance, Programme Management, and Monitoring & Evaluation (M&E) approaches and methodologies.
  7. Support the implementation and delivery of Technical Assistance, Programme Management, and Monitoring & Evaluation (M&E) services.
  8. Manage and coordinate multiple programme workstreams, ensuring alignment with agreed objectives, timelines, budgets, and quality standards.
  9. Monitor programme progress and performance, identifying risks, issues, and dependencies, and supporting mitigation actions.
  10. Facilitate stakeholder engagement, coordination, and reporting throughout programme delivery.
  11. Track implementation against workplans and key performance indicators, providing progress updates and recommendations.
  12. Support outcomes measurement, learning, and continuous improvement through monitoring, evaluation, and reporting activities.
  13. Lead and support the development of high-quality technical and commercial proposals.
  14. Translate complex programme concepts into clear, compelling, and client-focused narratives.
  15. Conduct research on client priorities, donor requirements, and sector trends to inform proposals.
  16. Coordinate inputs across teams and manage proposal timelines to meet submission requirements.
  17. Engage effectively with diverse stakeholders including government, donors, and implementing partners.
  18. Facilitate consultations and workshops to inform programme design and delivery.
  19. Manage stakeholder expectations and resolve conflicts to ensure smooth programme implementation.
  20. Identify, assess, and monitor programme and portfolio-level risks.
  21. Ensure compliance with PwC and client governance, reporting, and accountability frameworks.
  22. Define clear roles, responsibilities, and reporting lines across programme teams.
  23. Apply recognized programme and portfolio management methodologies (e.g. MSP, MoP, PMI).
  24. Promote consistency and quality across programme delivery through standardised tools and approaches.

Requirements

  1. Strong experience in programme and/or portfolio management within international development.
  2. Proven ability to manage multi-stakeholder, multi-country programmes.
  3. Excellent proposal writing, reporting, and communication skills.
  4. Demonstrated leadership in coordinating teams and delivering results.
  5. Strong analytical, problem-solving, and research capabilities.
  6. Experience in sectors such as: Public Financial Management & Governance, Private Sector Development, Climate Change & Sustainability, Social Sectors (Health, Education, Agriculture).
  7. Highly motivated, adaptable, and purpose-driven.
  8. Strong interpersonal and stakeholder engagement skills.
  9. Master’s degree in Economics, Finance, Project/Programme Management, International Development, Public Policy, or related field.
  10. Professional certifications in Programme/Project Management (e.g. MSP, PRINCE2, PMP, MoP) are strongly desirable.
  11. Additional certifications in M&E, Data Analytics, or Financial Management (CPA/ACCA/CISA) are an added advantage.
  12. Minimum 3 years’ relevant experience in: Programme and Project Management, Financial/Grants Management, Monitoring & Evaluation, Technical Assistance.
  13. Experience within Government, Development Partners, NGOs, Foundations, or Consulting firms is essential.
