Job Description
The Procurement and Supply Chain Officer at Pearl Hospital will be responsible for the comprehensive management of the hospital's procurement processes, supplier relationships, and inventory controls. This includes developing and executing procurement plans, sourcing and evaluating suppliers, negotiating terms, and purchasing a wide range of medical and general supplies. The officer will also monitor stock levels to prevent shortages, overstocking, and expiries, maintain an approved supplier register, and ensure all procurement records are accurate and audit-ready. Collaboration with various departments like Finance, Pharmacy, and Laboratory is essential, as is preparing monthly reports on expenditure, savings, and supplier performance. The role also involves supervising and developing a Procurement Assistant.
Key Responsibilities
- Develop and implement procurement plans.
- Source quotations, evaluate suppliers, and negotiate prices and terms.
- Procure medicines, laboratory reagents, medical consumables, equipment, and general supplies.
- Monitor stock levels to prevent stock-outs, overstocking, expiries, and emergency purchases.
- Maintain an approved supplier register and evaluate supplier performance.
- Ensure purchase orders and procurement records are complete, approved, and audit-ready.
- Collaborate with Finance, Pharmacy, Laboratory, Theatre, Nursing, and other departments.
- Prepare monthly reports on procurement expenditure, savings, stock-outs, supplier performance, and outstanding orders.
- Supervise and support the development of the Procurement Assistant.
- Foster professional, respectful, and responsive relationships with staff and suppliers.
Requirements
- Hold a Bachelor’s degree in Procurement, Supply Chain Management, Commerce, or a related field.
- Possess at least two years of relevant experience in procurement and supply chain.
- Demonstrate experience within a hospital, pharmacy, laboratory, medical supplier, or another regulated healthcare environment.
- Be an active KISM member or eligible for professional registration.
- Have strong knowledge of procurement controls, inventory management, and FEFO (First-Expired, First-Out) principles.
- Be proficient in Microsoft Excel and procurement, ERP, or inventory-management systems.
- Exhibit strong negotiation, analytical, communication, and record-management skills.
- Possess high integrity and the ability to work independently.
- A CPSP-K, CIPS, or another recognized procurement qualification is an advantage.
- Experience supervising procurement staff is an advantage.
- Evidence of achieving measurable savings, reducing stock-outs, or improving supplier performance is an advantage.
