Job Description

The Advisor will strengthen the design, implementation, quality, and evaluation of evidence-based interventions across multiple counties. The role combines hands-on clinical and midwifery expertise with the ability to manage multi-county programs, coordinate consortium partners, and translate national guidelines and evidence into frontline practice. The Advisor will serve as ICRH’s technical liaison to counties and the Ministry of Health’s RMNCAH Division.

Key Responsibilities

  1. Provide clinical and technical leadership in designing, implementing, and evaluating RMNCAH interventions across the continuum of care, including family planning, maternal and newborn health, adolescent sexual and reproductive health, and HIV and STI services, in line with Kenyan national guidelines and global best practices.
  2. Strengthen access to and the quality of family planning and contraceptive services, including method choice, task-sharing, and postpartum and post-abortion family planning, in line with national protocols.
  3. Translate strategy into results frameworks, annual work plans, and county-level targets, and oversee implementation across multiple counties.
  4. Coordinate with consortium partners and convene coordination forums, including partner meetings, quarterly reviews, and learning forums, to maintain alignment and avoid duplication.
  5. Safeguard clinical and midwifery quality through clinical audits, supportive supervision, mentorship, and on-site coaching for program and facility staff.
  6. Lead maternal and perinatal death surveillance and response (MPDSR) and confidential inquiries, and apply findings to improve program strategy.
  7. Apply clinical judgment to verify grantee milestones and confirm whether agreed RMNCAH milestones have been met, informing conditional-grant disbursements.
  8. Contribute to evidence-based training curricula and lead skill-building for health-care providers across the RMNCAH continuum, including family planning.
  9. Support the program’s operational research and learning agenda in collaboration with the MEL function by contributing to data collection, abstracts, and policy briefs.
  10. Lead consolidated program reporting to the MoH-led Steering Committee and to donors.
  11. Support operational advocacy and communications, including county-level policy engagement and dissemination of knowledge products.
  12. Represent ICRH in technical working groups, donor meetings, and county forums; plan and oversee site visits and implementation monitoring.

Requirements

  1. A reproductive health clinical qualification with current registration in good standing with the relevant Kenyan professional body:
  2. o Medical Officer (MBChB; Kenya Medical Practitioners and Dentists Council); or
  3. o Registered Nurse-Midwife (KRCHN, or BScN with midwifery; Nursing Council of Kenya); or
  4. o Registered Clinical Officer with a higher diploma in Reproductive Health (Clinical Officers Council).
  5. At least 7 to 10 years of progressive experience in reproductive, maternal, and newborn health service delivery and programming, with a minimum of 3 years in a senior technical leadership role within an NGO or public health program.
  6. Demonstrated clinical experience across the RMNCAH continuum, including family planning; experience in HIV and STI service delivery is an advantage.
  7. Demonstrated experience in clinical quality improvement, MPDSR, supportive supervision, and mentorship.
  8. Practical experience contributing to operational research, data use, or learning agendas. A record of leading publications is not required.
  9. Experience of donor-funded programs and their compliance requirements is an advantage.
  10. Demonstrated engagement with the Ministry of Health and county governments. Advocacy or communications experience is an advantage.
